CivAll Launches Automated PDF Accessibility Ahead of ADA Title II Deadlines
CivAll Documents makes every government PDF readable and joins CivAll Sites, Social, and Archive in one civic engagement platform.
Screen reader users should access the same budgets, agendas, and forms as everyone else. CivAll Documents makes old and new files accessible sitewide without staff uploads or per-page fees.”
DETROIT, MI, UNITED STATES, October 29, 2026 /EINPresswire.com/ -- CivAll, the civic engagement platform by Social News Desk, announced the launch of CivAll Documents, an automated solution that makes the PDFs on government websites accessible to residents who use screen readers and other assistive technology, while helping local governments meet federal accessibility requirements.— Aaron King, CEO of CivAll
Local governments publish a large volume of public documents, including agenda packets, minutes, annual budgets, financial reports, ordinances, and forms. Most are PDFs designed to look right on paper, and many are not built to be read by a screen reader. Making these files accessible by hand means fixing the reading order, tagging headings and tables, and describing every chart, a slow, technical process that taxes small government teams. Faced with that workload, many governments either pay outside vendors by the page or pull documents off their websites entirely, cutting off public access to essential information.
CivAll Documents works on any website with a single line of code. It finds every PDF on the site, old and new, checks each one against WCAG 2.1 AA and automatically builds in the structure a screen reader needs, including headings, reading order, table structure, and document language. The accessible version looks identical to the original, and the original file stays exactly as it was posted. Residents keep clicking the same links, and each document opens in an accessible reader with a table of contents, the accessible view beside the original, and a download of either version on any device.
Anything that still needs a person, such as describing a chart, goes to a single list for staff, and each document keeps a record of what was checked and decided. New PDFs are found and checked automatically on the next scan after staff post them, setup takes only minutes of staff time with no document uploads, and most teams are live within a couple of days.
The launch comes as local governments prepare for updated federal mandates under Title II of the Americans with Disabilities Act (ADA), which sets technical standards for government web content and electronic documents, including PDFs. Compliance deadlines are April 26, 2027, for governments serving 50,000 or more residents, and April 26, 2028, for smaller governments and special districts. Governments still face ongoing obligations to provide accessible public services and information today.
CivAll Documents can operate on its own with a government’s existing website or alongside CivAll Sites, where pages and forms are built to WCAG 2.1 AA, so the number of PDFs that need converting shrinks over time. With this launch, CivAll has also simplified its product names so every product carries the CivAll name. The platform brings together:
CivAll Sites: An accessible website platform for local government, aligned with WCAG 2.1 AA.
CivAll Documents: Automatically makes every current and future PDF on a government website screen reader-friendly and WCAG 2.1 AA-aligned, simplifying ADA Title II compliance.
CivAll Social: Social media publishing, listening, and analysis built for public agencies.
CivAll Archive: Compliant social media archiving for public records requests.
Ask CivAll: A government-compliant AI assistant that answers residents’ questions any time of day, using only the government’s own published content.
By unifying website management, document accessibility, social media management, social media archiving, and resident assistance in a single system, CivAll replaces fragmented software setups. Government teams benefit from a single login, one security review, SOC 2 Type II audited, and 24/7 U.S.-based support.
